Description:  I spotted these tie down straps dangling off the side of the car, with the last one touching the ground. I planned on phoning the Norfolk Southern (their train), but I didn't know the unit numbers. I looked at my digital camera, but couldn't read them clearly enough, but I did know that this was the last CP flat in the series. Should I have phoned the railroad, using the phone number that's posted at the crossing gates, or was it better to not call in because I didn't know the train number or locomotive numbers?
